DiSE 2026–28: Table Tennis England Opens a Record 18 Places, Cohort Reaches 36

Eighteen new places. A cohort of thirty-six. A cycle running 2026–28.

I read Table Tennis England's announcement twice before writing a single note. The habit dates back to 2026, when I worked in fact-checking at Sports Illustrated: strip a document into discrete data points first, allow yourself interpretation second. This DiSE release belongs to what I call the pipeline-map genre. No scores. No xG. Not one line about blades, rubbers or playing style. Just selection criteria, syllabus structure, and a list of names.

For someone whose trade is pricing expectations, that genre is still readable. You just have to read the right layer.

DiSE — the Diploma in Sporting Excellence — is a UK-specific qualification that pairs academic study with high-performance training. Table Tennis England delivers it on behalf of Sport England; SportsAid administers and allocates the places; SGS College provides the academic component. This round opens 18 new places for the 2026–28 cycle, lifting the total cohort to 36, the highest figure since the programme began. The first intake took 15 athletes and later added 3, meaning internal capacity had already been raised from 15 to 18 before this round opened.

Four names are given. Bly Twomey, a Paralympic table tennis medallist. Abraham Sellado, Kacper Piwowar and Adam Alibhai, all capped for England at the European Youth Championships. The announcement states explicitly that athletes are drawn from across the Home Nations, not from England alone.

The syllabus runs five camps per academic year, one international camp between Year 1 and Year 2, plus the possibility of international competition in Year 2. Attached to that are a Coaching Assistant qualification, a first-aid qualification, and modules on anti-doping, nutrition, lifestyle and a cultures-values-behaviours unit. Students accumulate UCAS points.

The 2026 World Cup taught me that data is never a single layer. I once put Brazil on the throne using aggregate group-stage xG and PPDA, only to find that France changed how they played from phase to phase — PPDA dropping from 11.2 in the group stage to 8.7 in the knockouts. A pipeline announcement has to be layered the same way. The competition layer is one thing. The structural layer, the money layer and the personnel layer are another.

On the competition layer, the data is close to empty. The only hard credential in the entire document is Twomey's Paralympic medal. No world ranking, no win rate, no head-to-head record for any of the four names. Which is why I am issuing no strength assessment at all.

What is notable sits in the structure: these four athletes occupy two different tracks. Twomey competes inside the para classification system, a ranking structure separate from the able-bodied WTT circuit. The other three belong to the junior pathway. Merging those two groups into a single performance model is methodologically wrong, because the control samples, the competition calendars and the points systems do not share a frame of reference.

Years of watching European youth events instilled a habit in me: whenever a federation publishes a development list, I separate the list from the press release and read only the list. The release talks about the future. The list talks about the past of the people selected. Here, that past amounts to one Paralympic medal and three European Youth Championship appearances. Enough to talk about potential. Not enough to talk about level.

The flow of authority in the document is equally clear: Sport England funds, SportsAid allocates places, Table Tennis England runs the technical side, SGS College awards the qualification. Sitting in the middle of that chain is the most important sentence in the whole release — that a record number of places was allocated. Those places are a funder's decision. Which means the scale of England's pipeline is not determined by competitive results, but by programme reviews over the past two to three years.

One smaller detail is worth logging: the Head of Pathway title carries the word interim. Administrative staffing, which looks tangential to a table tennis article, is a long-horizon variable. Nobody maps out a multi-year development cycle while the person leading that department has not been permanently appointed.

The market administrator does not manage money flows. They manage expectations. In this document, that expectation is pinned to the number 36.

Data layering is how I stay calm through a mad transfer window. After separating the layers, one thing is clear: what has been published is intake capacity, while what remains unproven is conversion capacity. Scaling from 15 to 18 and then to 36 is added capacity. Not one line in the document connects earlier DiSE cohorts to the national team. Nobody states what percentage of DiSE students ever reached the England senior squad.

That is the release's biggest blind spot: it tells the story of places, not the story of podium appearances.

There is one more layer that is easy to miss. The emphasis on UCAS points shows the programme targets athletes with university ambitions. That filter protects athletes after their careers and simultaneously narrows the recruitment pool to a particular demographic tier. A talented 15-year-old from a low-income area, brilliant at table tennis but indifferent to academic paperwork, sits outside this model's coverage.

Twomey's inclusion on the same list also deserves careful reading. An athlete who already holds a Paralympic medal is, purely on merit, not in the group that needs a talent-development diploma. Her actual role in the programme most likely sits in the role-model and career-insurance function. That is real value, but it is a different value from selection value.

On causation, one thing must be said plainly: more places do not produce more champions. The correlation between pipeline size and elite output across European table tennis federations has never been demonstrated in that direction. England has expanded many programmes, and England's standing on the world map remains in the participation tier, not the medal tier. That does not deny DiSE's value. It only places DiSE where it belongs.

Risk here is low to medium, and the most concerning risk is funding dependency. The entire expansion rests on one funder's place-allocation decision. That decision can reverse next cycle without any sporting failure being required.

Three signals I will track over the next twenty-four months. The permanent appointment to the Head of Pathway role. The number of places granted for the next cycle — anything below 36 reads as a reversal. And the appearance of DiSE alumni in England's junior and senior squads before 2028.

The 2026–28 cycle sits entirely inside the Los Angeles 2028 Olympic cycle. This is the window in which one cohort completes the programme and steps into the cycle's final selection phase. If by 2028 those places are still just places, people will reread this announcement in a different voice.
